LONDON, March 15. While tho Japanese centre is closing on Tieling from the south, wings are executing flanking operations in order to prevent escape to Harbin. French correspondents at St. Petersburg declare that court and military circles fear that not a man will reach Harbin if the Japanese follow up their victory. Yet General Kuropatkin telegraphs that the Russians are fast reorganising.
There is no news relating to General Rennenkampf, and it is feared his division of trans-Baikal Cossacks shared the fate of the Caucasian cavalry brigade, which was sacrificed to cover the retreat of the rearguard. Two officers are apparently the sole survivors. It is reported at St. Petersburg that a force of Japanese infantry, with artillery, is approaching VJadivostock. Berlin regards the Czar's decision to continue the war as a policy of despair. A conspiracy has been discovered at Seoul to induce the Emperor of Korea to repudiate the Japanese convention and seek refuge in the foreign legation. The conspirators have been arrested.
