SHIPPING RINGS,

[ LONDON, Oct. 17. The interim report of the South 1 African Inter-colonial Conference condemns the shipping ring's system of freights, especially differentiation in favor of American trade. It recommends the calling of tenders for the conveyance of Government stores. Other guaranteed cargo failing a suitable response, the Governments ought to consider the question of financially assisting the establishment of lines o\Ttside the ring. ATJSTEALIAN DEFENCE. Colonel Templeton, of Melbourne, in a letter to the Times, contradicts General Hutton's statements that the Victoria Council of Defence has been the cause of insubordination. He intends to deal with the question on his return to Melbourne. ' EMIGEATICN. Since the adoption of the new rules to encourage emigration Mr Eeeves has despatched 1326 persons, In 7£ months fourfold the number sent in the corresponding period of 1903 have emigrated. LADY CUEZON. Lady Curzbn is improving since her removal to Walmer House. >
