The list of conditions, attaching to tlie formation 'of private -streets 'in the Borough, - drawn ?up by. the thorough,Qv-erseer' were read to the; Counxul. -The Engineer ,said fjnvt ihe cost ot the. formation; under the conditions would .be from £10- io £52 per chain and that, with the exception ot the conditions relative to gas and street lamps, they were the outcome of resolutions of the Council and the sanie as done in -jiher towns in the colony. It was decided, on the motion of Cr Browning, to add to the conditions that nb new streets asll-d lor be permitted to be made between Juno and JS'ovemi'.er.. It was ultimately decided that ihe conditions be adopted with tho ex- ' ception of tarring, and sanding, also that the owners, of new streets deposit with the Council such money or guarantee as the Council 'think ht ■ lor completing such new. streets, when gas, water, etc., is available, and further, that those. forming streets thrall maintain tliem for 12 months..

Cr Jack gave notice of motion that the resolution be rescinded at a. meeting, to be held . '0110 month irom date.

DESTRUCTOR.

Reporting upon the question of a destructor, the Engineer stated that the total amount oi refuse at present delivered at the corporation tip amounts to about 26 tons per week but with strict collection there would be about eight tons daily This quantity would be? well' 'within the capacity pf a one-cell installation with a spare cell' as a standby. A destructor of this size was erected at Annaudale, near Sydney, at acost of £3100? including £1750 for site.'-*- The plant was tested for forty-eight hours by the City Surveyor, Sydney, and proved a great success, the cost of incineration, being- Js 6f'd per ton for'labour, and' with all charges, interest and sinking fund, 2s 3d per ton, without taking: into account receipts that would accrue on account ol sales of clinker, mortar, etc. In connection with the works there is a Cornish boiler of about 20 horse- power which is worked at about .70 t0.751b pressure to the square inch by means of the incineration of the refuse-alone. The report was adopted.

MISCELLANEOUS. A public hall license was applied for for tho new Catholic Drill Hall, in Broad-street. The Engineer reported that he had inspected the buildinfe, and he submitted various alterations he considered l.c-'rissary before the license was granted. Ho estimated the auditorium would seat 10SO people, not including- lhe gallery. Exit openings, with one exception,! were considered! siifiiei'.nt iv case of fire. :

Mr W. J. O'Dcimell was in attendance, and he explained details, in connection with one 'ot "theY exits which the engineer suggested should be altered. It was dgcjded, after desultory discivssion/ on the motion of Cr. Jack, that a license be graneed the hall as applied for, subject to conditions mentioned above being carried out to the approval of the Building Inspector.

The Engineer was authorised tot obtain information as' to tho quantity of tar available from different places and prices. The Mayor and Engineer were authorised/to purchase the quantity required. '

A letter was received from Mr- C Loughnan, agreeing- to construct Joseph street lit accordance with the decision of; the Public Works Committee, of July 25th, and was asrrecd to.

, The motion making 5 6th of a penny the-amount to be collected for interest was altered' to one halfpenny.

The Council then adjovdmed.
