Borough Council.

9 - The ad journed meeting of the-Borough Council was continued last. night. Present—The Mayor (in the chair), Crs Armstrong, France. Tolley, Jack, Essex, Holben and Browning. ACCOUNTS. Accounts totalling £105S 8s 3d were passed for payment. " licenses, ' . W. Park, jnr;, was granted a license for advertising on the Clarendon Hotel hoarding. COMMITTEES. , Or Armstrong, for Cr Haydon, moved that the resolution appointing the Mayor chairman of all Committees be rescinded; that all committees be discharged; that new committees be set up, each committee to consist of three Councillors and the Mayor ex officio. —Cr Tolley seconded. Cr Armstrong objected to the Mayor being chairman of all committees, as it was putting too great a tax on him to expect him to take the leading part in each of the committees. The Mayor agreed with the "resolution which was carried. It was decided that the Mayor be chairman of the Finance and Public Works Committee. Cr Essex spoke against the second clause of the motion pointing out that the Councillors who had been on the various Committees for the past 14 "months had put in a lot of work, and it would be unfair to discharge them for the next ten months. The motion was lost. The third clause was lost, the folio wing Councillors being added to the present Committees: — Cemetery, Crs Holben, Tolley and the Mayor; Reserves, Crs Browning and Armstrong ; Library, Crs France, Armstrong and Tolley; Finance, Crs Armstrong and France. WATERWORKS EXTENSION. Cr Armstrong moved that a committee consisting of Orß Haydon, Jaok, the mover, and the Mayor be appointed to bring up a report at aa early date, of what is required to convert tbo present water service into one competent to meet j the requirements of a population within the.Borough of Palmerßton of 20,000, and its probable coat, with details. Cr Armstrong said a small committee should be set up to confer with the engineer and facilitate the bringing up of hiß report to the Council. Cr Essex said a resolution had already been passed asking the engineer to bring in a report. It would be unlair to appoint a committee over his head, before his report waß received. He objected to the resolution. Cr Holben thought a 20,000 population was rather a small basis. Cr Jack said supplies would have to be obtained and a loan taken for waterworks extensions. By setting up the committee the matter would be helped on. Cr Browning's opinion was that they should wait till the Engineer's report waa brought down before the committee was appointed, The Mayor said a basis of 25,000 people would be nearer the mark. The engineer had been instructed to bring up a report on the water service, and they should have every confidence in him. He should not be hampered in any way. Tho motion should, he thought, be held over for a time. They should take full advantage of his advice and criticise it when received. Cr Essex moved and Cr Holben seoonded an amendment, " That the matter be held over till the engineer's report is received." Or Armstrong, in reply, said he did not intend to cast any reflection on the engineer in moving the motion. It was done solely with a view of assisting him in details and minor matters, that he had not time to attend to. The amendment was carried. TEAM STREET. " Cr Jack moved that tho necessary steps be taken to take over Tram-street, between Grey and Featherston streets. —Carried. ERECTION OF A DESTRUCTOR. Cr Essex moved that a destruotor be erected and the wholo of the Borough refuse be destroyed. Or Essex was granted permission to withdraw the words fixing the site on Mr Shailer's property, Hokowhim. The motion was carried unanimously, the Mayor to gather information in i reference to construction, eto. STREET MAINTENANCE. Cr Essex moved, That the contractor for No. 1 district; having failed to carry out the specifications, be fined the full | ponalty. ' j

Or Essex was supported by several Councillors in bringing forward the matter. ' The motion was carried with the exception that the words " be roprim'anded " ware substituted for the words " be fined the full penalty." THE OLD BACECOUESE. Cr Essex moved that the resolution carried on April 26th to lease the old racecourse reserve in • one block be rescinded. Ct Essex said more rental could be obtained if the reserves were divided. The motion was carried. The Mayor promised to iustruct the Engineer to push on the survey of the reserves as had been decided on. FOOTPATHS. Or Holben moved :-That the footpaths in. the following atreots be tarred and sanded:-Bourke, Campbell, Lombard, Taonui, o.iba E.S., Rancitikoi, Queen. Kin;?, David, Andrew Young , Domain, Duke E.S, Amosburv W.S.. ' and Victoria W.S. That names of all I streets be placed m conspicuous places. Or Holben said the portion referred to in the first clause was the oldest part of the Borough and had had the least money spent on it. The residents paid their-rates and were entitled to consideration.

The Council was of opinion that the matters mentioned in Cr Holbe'n's mo--tion should be brought down when the estimates are considered. Cr Holben therefore withdrew the motion for the present. THE ABATTOIRS, Cr Tolley moved, "Thai all previous resolutions of tho Council relating to the establishment of abattoirs be roscioded ; that the Mayor be asked to ascertain on what terms the National Mortgage Company will accept delegation of the Counoils powers for tha controlling of slaughtering and inspection of meat." Or lolloy said he moved the first part of tne resolution to absolutely clear tbo ground on the abattoir question. To do this it was necessary ihat all previous resolutions should bo rescinded

Crs Essex and Jack pointed out that there was no ground to clear., each resolution having lapsed on the passing of the succeeding resolution. Cr Essex ottered to support the motion if the first clause was withdrawn, which Cr Tolley The Mayor said he'had instructed the lown Clerk to write and ask on what terms they could kill at Longburn The matter had been referred to the National Mortgage Company's headquarters at Dunedin. Cr Essex moved and Cr France seconded a motion "That as the government has vetoed the Borough Oouucil abattoir site, the Agricultural ■Uepartment be asked to select a sice in or within reasonable distance of the Borough boundary—Carried.
