TO-DAY'S CABLE NEWS Mr Chamberlain's Speech

LONDON, Yesterday. Most Unionistic papers trace a certain sympathy in Mr Balfour's and Mr Chamberlain's view on the fiscal unity of the Empire pointing to Mr. Balfour's statement " that though such union would be difficult he would regard the consummation with unfeigned pleasure, and adding a trifling1 duty on food importsv might be a part of the general system." j The Opposition newspapers' insist that there is a divergence be. tweon Mr Balfour and Mr Chamberlain, as the latter's policy would precipitate Imperial disunion. The New York correspondent of the London Times says the American newspapers applaud Mr Chamberlain's genuino political sagacity. The Cape Times says Mi- Chamberlain has set up a new current in the stream of national feeling —the first definite avowal of a policy destined to be inevitably adopted.
