Received To-day at 8.56 a.m NEW YORK, Thursday. President Castro has levied another £100,000 loan on citizens and foreigners of Caracas.
The British Ambassador at Washington addressed some rather heated observations to Mr Bowen, United States Minister at Caracas, in regard to his corduct of the nrgotiati'ons, especially his excessive confidences with the newspapers.
