LEGISLATIVE COUNCIL.
Tha Council met at 2.30. Hon. C. C. Dowen moved that the Government bo requested to prepare a return to bo laid before the Council at the beginning of next session, showing (1) Tho amount transferred from the Land Assurance Fund account to tho Lsoal Bodies' sinking fund account frcai the 81st Marob, 3931. to 31st March 1903 ; and (2) Tbe amount standing to the credit of tho Land Association fund on 31st March; 1903.
The mover said most people were under the improßsion that a title under the Land Transfer Act was indefeasible, but that was not so. The assurance fund only provided against errors of the office or fraud. Under the circumstances he thought the charge for tho insurance (arid wfis too" high, and in order to induce as many people as possible to come under tlie Act these charges should be roduoed.
The debate was- adjourned, the Minister for Education promising to supply infermttion on the subject st the evening Bitting. ~ •"
At 3 p.m. the Council rose till 8 p.m, The Council resumed at 8..
The second residing of the Midland Railway Petitions Settlenjent Bill was carried by 10 to 1. The Mathodiefc "Church Bill and Pharmacy Bill passed their first stages. Tho following Bills, passed their final stages without amendment:—Midland Railway Petitions' Settlement, Military Pensions, Bfjd Railways Authorisa'ion.
