Mr Balfour, Prime Minister, in receiving the freedom of Haddington, feelingly acknowledged tho cougratulations of all uarti a on his accession to ' tho Premiership. Tbe fact was he wag a brother-Scot, and was patriotically judged by Scotchmen. He added sigmlicautly tbat the working of the British con-titution was so admirable that it enabled the necessarily varied elements to assert their rightful position, and allow the subordinate patriotism to grow and flourish, without being allowed to interfere with the larger patriotism, which was the essence of the life of tbe great Empire.
