He added sigmlicautly tbat the working of the British con-titution was so admirable that it enabled the necessarily varied elements to assert their rightful position, and allow the subordinate patriotism to grow and flourish, without being allowed to interfere with the larger patriotism, which was the essence of the life of tbe great Empire.
