SPEECH BY THE MINISTER FOR WAR.

Losdox, December 12. Mr W. St. John Brodrick, Secretary of State for War, in the pour^e of a speech at Glasgow, accused Boer ambulances on gross breaches of the rules of war. The Boer?, he faid, twisted the legs of the wounded to secure boots and spurs, shot some of the wounded, and treated Kaffirs awfully.
Mr Brodrick accused Sir 11. CampbellBannerman of stabbing the army in the back. Every letter from the ft oat declared that the speeches of the Opposition and Continental sympathy added to the prolongation of the-war. Ere long, he continued,. tli9 bandits, in the field would no longer be treated astelligerents. '1 he Government would accept no half settlement. Any fresh overtures must come from the Boers. Lord Milner, he concluded, proposed to break up most of the concentration camps reducing the number of those confined and sending the overflow to the coast aistncts of Cape Colony and Natal
