BOROUGH COUNCIL

The adjourned meeting of the Borough 1 Council was hel<? last evening. Present —The Mayor, and Crs Mowlem, Cope-, land, France, Barraud, Armstrong, Bavenhill, Webb-Johnson, Haydon, and Coake. Leave of absence was granted Crs Pirani and Qpodget. REPORT. The Waterworks Committee reported they had met to farther discuss the drainage scheme and the supply of pipes for ordinary purposes. Regarding the drainage scheme the Committee recom mended that no further report be made until after further discussion, but the Council be recommended to withdraw the advertisement re loan in the meantime ; That it be a recommendation to the committee to accept th 6 offer of Messrs Hutson and Co. to continue to supply pipes for the ordinary requirements at their quoted prices. Eeplyingto Cr Haydon, Cr Armstrong. Chairman of the Waterworks Committee, stated he had several interviews with the Overseer of Works in reference to the drainage scheme, and it appeared to the Committee that it was very desirable before pledging itself to any schemS to go further into the scheme in its entirety, i He believed the scheme dealt with the drainage of a portion of the Borough only, and if in the future it became necessary to drain; other portions of the Borough a considerable portion of the work would have to be abandoned or two separate lifting stations would have .to be erected and so far apart, that they could not be worked by the one staff. The primary object of the committee in asking that the advertisement should be withdrawn was to give sufficient time to go into the. matter, and either suggest a new scheme or modification of the present one. ' He considered it would be unwise for the Council to pledge itself to anything without having full knowledge of the whole work necessary for the efficient • drainage of the Borough. Other matters had to be considered including a reply from Dr. Mason, which was vpry ambigious in its character though it was sufficiently clear that iserious difficulty might arise if the work was not carried out in accordance with his methods, He thought that just for the co?t* of the advertisement, even if <he Waterworks Committee did not recommend anything better than the present scheme or a modification of it, that they should be given time to go thoroughly into the whole matter. He could not undertake to supply a report before a few weeks had elapsed.

Cr Haydon moved that the advertisement be kept in the papers and that it it be a. recommendation from the Council to the Waterworks Committee to present a report on the drainage scheme as soon as possible." He considered it high time that something should be done in the matter, though he still discredited the alarming reports that had been spread some time back.-Seconded by Cr Webb-Johnson. The motion was lost and the report adopted. The Public Works Committee submitted a list containing the names of several residents who had trees growing over the footpaths and causing,, a nuisanoe. After discussion it was decided on the motion of Cr Haydon, that immediate steps .be taken to serye occupiers in the list stated with notices to trim their trees according to the Act. MISCELLANEOUS. A letter -was received from the Mana watu Eoad Board requesting the Council to appoint a deputation to meet deputations from the Board and Manawatu County CoudcU as to the need of protective works at the Awahuri bridge. Crs Haydon, Armstrong, Barraud and France were appointed to represent the Council. Messrs Chapman and Tripp wrote asking the Council's intention with regard to the loan from the A.M.P. Society, as the Company will be wanting interest if unnecessary delay took place. It was decided on the motion of Cr Cooke, seconded by Cr Haydon, that Messrs Chapman and 'l'ripp be informed that owing to a difficulty in obtaining the Health Officer's approval to the drainage scheme, the Council cannot proceed with the loan in the meantime. The Council trusts that in the event of the difficulty being overcome the Society would not object to entertain a fresh application. A legal opinion was read from the Borough solicitor dealing with the request o* the Racing Club to remove the present buildings on the racecourse. After discussion it was decided on the motion of Cr Haydon, that the Council have the buildings valued by acompetent builder or architect for the purpose of removal. Mr P. Sheppard was appointed to value the buildings. Several express and drivers' licenses were granted. The tender of J. Richard was accepted for street lighting in N0..l contiact, and Perrin and Jones for No. 2 contract. It was decided that the estimates .should be considered by a committee of the whole Council on Monday, 24th inst., and that, a report bo presented to the Council on the following Tuesday evening when the regular meeting will be held. , ' ■ . The Town Clerk was appointed interim valuer under the corporation Act, 1900. RESOLUTIONS. Cr Haydon moved,- That the Colonial Secretary be communicated with and inquiry made why the control of the Palmerston North cemeterj has not been handed over to the Borough Council, as advised on or about the Ist May, and to request that steps be taken to have same handed over at once.—Seconded by Cr A-rmstrong and carried.
