DEVELOPMENT OF CAPE COLONY.
■ . London, June In. Sir J. Gordon Sprigg, Premier of Cape Colonjr, hoping to break dosvn racial animosity, is studying impartially, irrespective of party considerations, the development of the colony. The Hon. T. W. Smartt, Commissioner of Public Works, intends to construct light railways wherever the prospects justify, and also to carry out i scientific irrigation.
