(by electric telegbaph.- o^pybight ) (lIEUTEIt'fI TEL KG tAMS ) Melbourne, April 26, James Service, as Chairmam of the Committee of Premiers, appointed by Sydney Conference, has addressed a circular to the Premiers of the various colonies inviting opinions with a view to the introduction of ftecidiviste Bill iv the different Legislatures. Captain Loekyer, of the steamship Adelaide, has obutained a rule to prohibit the Navigation Board from enforcing .suspension of his certificate the rule has been made returnable on Wednesday next.
