The Chairman remarked that "The old 'straight-forward system of giving a subsidy of £1 lo £1 had been abandoned, and the people had been "induced to give, up the old sytem • of : local selfgovernment on condition that a portion ;of. the land lurid wate &> be' given to local works ; but that promise had proved a delusion and a snare of the most diabolical kind. -The whole of County .Councils m this colony had been inisled x and. they had not even' got the expenses incurred m the preliminary preparations for the works.-"
