He suggests that the 'policy of retaliation should be pursued towards the countries levying dues on the importation of American producers. : The message announces that the Budget show* a surplus- of ; thirtynine millions' of dollars, and concludes by urging that steps be taken to reconstruct the navy of the Union and at the same time proceed with ; various _ :Coast defences which are necessary. o
