Attack on'a Freneji Gunboat. Chinese Activity. Proclamation by tte Emperor. (special to united pkess association.) (reuter's telegrams.) London, November 26. The Black Flags attacked the French gunboat Cm-slrime oft the citiadel at Handyoiing, and would have captured her' had nob the gunbßat Lynx c6me"to the rescue. The loss of the assailancs was heavy, and the French, lost 40 nien! Xhe Frencii garrison afterwards " embarked on the Lynx to wiait reinforcements. No Chinese' reg«lars were engaged m the affair. ; The Emperor of'Chiria has proclaimed Annam a; vassal Stato, and also that the seizure by the French was illegal. He has ordered the defence of Bacninh, the position which thfe French are about to atlack. M. Ferry proposes the appointment of a Joint Commission to determine and define the neutral zone m Tonqnin. ■
