Manawatu Standard (PUBLISHED DAILY.) Survant la verite. TUESDAY, OCTOBER 2, 1883. THE KAWHIA IMBROLIO.
It is quite evident that theL(Government will reqnirp to take ajfirm stand with the Natives m regard -to thb recent act of lawlessness m connection with the Kawhia harbour episode. From later inforniatibn r , it appears that ,the true facts are as follows -.TT-Tnat two natives hall, at Tawhiab's insiaigation or by his direotion 1 , pulled' down the beacons.. recently erected.by Captain Pairchild,' and "bad towed them ashore, but had not touched' 'the buoys ;or* threatened the settlers. At jbhe ""samV'timißj it was 'equally "certain that an attack on the. buoys .^wbuldt be the next step, and that this was contem-" plated m the event 'of the 'first .""'"jtry ! pn" proving;' "successful. ' A.s- , to ' Tawhiao's, com'plicit_y,_,6r, indeed, • as tojhis ,having 'directly caused; the i deed) ; (the Post considers the^e ls no doubt, what-' ever, neither ia.mere as to -his special councillors, in this matt*:- It... would riot ' be discreet ; at present |o lt! nint ! at their names, but more will be heard Of: ,the affair at a future date. The delay m the, sale.of.the Kawhia townsljip, 4_d -the- BJ_6ppd*g^thrbugh j of^ the yo'te^of thb Kawhmrßagl^|Road, evidently Suggested Ijp the native mind the iqea that wewere afraid' to proceed, and this notion'^ was Seriously instilled 1 into them by insidious advisers, nntU theyjresplyed on trying a a bold 'stroke .to see whether the d-o---vernment would . submit tamely 'to tlje ( ; insult !/; and 1 Up^sl of rncrna. The" aHoye sets forth pretty occurately what has taken place. Immediately the facts were -made known • to'the Government, ; a lbng' and earnest bonsulta- . tion took place m Cabinet as to the best course to be adopted m the circumstances. The decision arrived at was of a very important character. The Government felt that at all costs must - miist be nipped m the bud any nascenta fancy on ; the part of the -natives that; tbey could encroach with impunity. Accordingly it was";def;ermined i , firstly mat Mr immediately fcr Kawhia, and he did start within an lour afterward. Secondly, it was re-' solved to forward at once a strong force of' _irmed Constabulary' to Kawhia, aiid an order was issued for 110 to be m readiness to ! proceed 7 immediately. The Hinemoa will convey them to Kawhia. They will take; wii_h them all the needful camp equipagp, and on their arrival stepSj will .be taken; .tp; establish r a r strong and permanent military post a) Kawhia^ _ Thirdlyjit was decided to push on the sale of the Kawhia township with all possible expedition, legislative authority having now been obtained.i also, to continue the construction of the Kawhia-Eaglan road, which "hM been temporarily interrupted, and to replace the beacons which had been £ emovecL ' . Any fui\tKe.riiriterferehice. or , obstruction on the part of the natives r will be promptly and severely dealt with "but it- is* not anticipated that anything of the kind will re-appear now that the Governmerithaye " showiTtheir teeth.?' ~*he promptitude on the-part of thb Government is commendable, and will no doubt be-attended' with good results. The time for playing and temporizing with the Natives has passed away, and •when an aot. of topei^.o-f ;coyert lawless'nes3 or defiance takes place it must be metby^firni immediate repressive measures. "Native difficulties on a -small scale must be expected to take .place now .andjjagain, but if the obstructionists are promptly brought to book, and the ringleaders punished, the -Natives will be made to understand that a lawrabiding policy, will be^ the ' best m every respect ' " " ' ' ' j : ; ' c - '
