THE faECOND SUEZ CANAL.
THE PLAGUE OUTBREAK.

In the House of Commons last night Mr Gladstone made his promised statement as to the coarse which the Government intended to pursue regarding the provisional agreement which was signed by Mr Childers and Count de Lessepa for the constrnction of the second cana' through the Isthmus of Suez. The Government, the Premier stated, had decided not to ask Parliament's sanction to the agreement m its present form 8 nee it had been generally disapproved of by the commercial and shipping interests. Mr Gladstone added that the Government had arrived at this decision m order that time might be obtained for considering a better scheme, and by which the canal would ultimately be brought under the control and management of international commission. -^| It has transpired that Count de Lesseps had written a letter to Mr Gladstone announcing that Suez Canal Com pany had decided to andertake the constructions of the second canal and will introduce reductions m tariff specified on agreement arrived at by himself and Mr Childers. Cairo, July 23. The Khedive has returned to this city, and expressed his intention of supervising operations for extinction of the cholera epidemic.
