Mb Fowler, M.P., speaking on the English Bankruptcy Bill, said :—" The man who pays 20s m the pound had to compete with the man who does not intend to pay more than five. A great deal of the depression of trade arose from the nature of the competition against dishonest tradesmen; and when they looked at the loss of L 30,000,000 from this cause it was high time some satisfactory effort should be made to grapple with this disastrous state of things, fle believed this bill to be a very able attempt, a lonajide attempt, a statesmanlike attempt, to meet the case, and he believed that traders and the country would so recognise it.' ;
