The "United States Senate have passed a bill that the members of the Cabinet shall succeed m order of pre* cedence, m the event of the death, resignation, or inability of the President or Vice-President. j The vessel Macduff, bound from Sydney to London, is reported at Lloyd's as missing. Louis Kossuth, ex« Governor of Hungary, is reported to be seriously ill. Collisions have taken place between tho French and Chinese forces m Ton* quin. The Times, Standard, and Daily News, attribute the failure of the Vie* torian loan to the minimum being too high. In an article, the Telegraph j referring to colonial finances, states that the Banks suggested that the loan should be placed at 98. The Times states that the colonies are mortgaging their resources too rapidly. By the recent floods m the Rhine district, 20,000 persons have been ren* dered homeless, and appeals are being made to England to render aid to the destitute. It is understood that a further application has been received for a small amount of unallotted balance of the Victorian loan. The English, Scottish, and Australian Chartered Bank has declared a dividend of Ah per cent for the pasb half year, and carried £10,000 to the reserve. • : A fire broke out m Pitt*street this morning, m the premises of Mr Gordon, grocer, through the upsetting of a kerosene lamp. The shop was gutted , and Cox's stock damaged next door ; also the shop adjacent. George Olsen has been committed for trial for attempted murder of his wife, Elizabeth Olsen. James Thornley was drowned at Northern Wairoa while watering his horses m the Mongonui Creek. Wellington, Jan. 12. Up to the present time upwards of 170 applications have been received, applying for the right to participate m the £6000 granted by Parliament laßt session towards free libraries. Mr Stevenson, formerly manager of the Colonial Bank at Palmers tan South, having brought a station and an ei^htroomed house at Paringa, on the West Coast, was conveyed to the place by the Stella. On arriving he found his house had been burned to the ground, apparently by an incendiary. Ashburton, Jan. 12. John M~iklejohtt, who stands committed for trial for stealing a large number of Sir John Hall's and Mr Bealey's sheep, was brought up on another charge of stealing five hundred sheep belonging to Mr Cordy, of Hororata. Accused, who is a sheep farmer, and well known throughout Canterbury, was committed for trial on this charge also.
