reign Powers. Acknowledgment was made of the services rendered by the Emperor of Germany for his arbitration on the San Juan question. The award was immediately executed by withdrawal. Reference was made to the award by the Geneva arbitrators, and Parliament was asked to provide the necessary funds for the payment of the damages awarded. The whole of the correspondence with Russia on the Central Asian question, aiming at identity of views regarding the frontier lines, is promised. The revenue of the country continues prosperous, but no reduction will be made in the Estimates for the year in consequence of the increased expenditure. The commercial condition of the country continues generally satisfactory. There has been no increase either in pauperism or crime. Amongst the measures promised are the Irish University Education Bill, a Bill for reconstructing the Supreme Courts of Appeal, measures dealing with land transfer. Local taxation law reform is also to be introduced. "When the Commons met, Disraeli and Horsman attacked the Goverement on their foreign policy, especially with regard to the Alabama question. Gladstone defended the action of the Government. No, amendment was moved, and the Address was agreed to. MELBOURNE. Only £38,300 of the Government Four per Cent. Loan has been taken up. The Interprovincial Conference at Sydney have completed their labors, They considered the postal, submarine telegraphs, lighthouses, and Customs questions ; as also the desirability of a union on the basis of common tariff and patent laws. The results of their deliberations are still secret. The Newcastle miners' strike has terminated. "Webb's agents have received a telegram to the effect that the Nebraska left San Francisco eight days late. She will, therefore, not be due at Auckland until March 3rd. Tenders have been accepted for eleven miles of the narrow gauge railway from Ballarat to Creswick. Consul March, of Fiji, is in Sydney, and denies recall. INTERPROVIN CIAL. The ship Charlotte Gladstone was admitted to pratique to-day. Captain Paddle complains of the low status of the immigrants, and says they were subjected to no medical inspection before embarking, but came on board diseased. Dr. Burns has resigned his seat on the Board of Health, because the vessel was released so soon. The Captain of the ship Christian M'Ausland forwarded a report to the Government, complaining of the low physique of » immigrants by that ship, and stating that, if any medical inspection had taken place, it was of a very indifferent character. The Government intend introducing Education and Bankruptcy Bills this session. The former, in its main, features, will be similar to Fox's Bill, but it will be of an empowering character, enabling any Province that chooses to adopt it. The Government also intends to introduce a Bill to define more exactly and increase the powers of Provinces. The Legislature intend to pass measures that have here before been deemed ultra vires. ■,. The Governor has given one hundred guineas towards founding a scholarship in the New Zealand University. Brogclen's tender for the portion of the Waitaki-Moeraki line of railway from Oamaru southwards, is expected to be in to-morrow. Messrs. Togel and .Reynolds are expected to return in the Hero to-morrow. Dr. Featherstone, the Agent-General, has resigned from the directory of the National Bank of New Zealand. He intends to justify his conduct, and deprecates the action taken by the Cabinet. The ' Southern Cross' has published an account of an imaginary attack on Auckland by Russian ironclads. The article caused considerable excitement, but it is generally condemned as stupid. Several women went into hysterics, and two premature deaths have occurred. The University Council have established law and medicine classes

The Corporation sections in the heart of the city were sold at an average of £7 3s. 6d. per foot for 21 years' lease. The highest price was £ll ss. for the section next Mercer's corner.

The ' Independent' says that, except in two or three questions, the Intercolonial delegates did not agree in any unanimous action. No arrangement was made regarding Webb's mail service.

Kermode and Moore's station properties were sold in Christchurch yesterday, and realised £IBB,OOO. The Hon. W. E. Stafford bid up £51,000 for Ashburton station, &vd subsequently offered Mr. Moore, £SOO for his bargain, which was refused.
