The Eastern War. THE BALTIC FLEET. London, May 9. The Paris correspondent of “ The Times ” reports that owing to urgent representations made by France, Admiral Rozhdestvensky quitted the territorial waters of Indo-Cbina three days ago. French instructions have been sent to request the Russians not to return or to use French waters as a base. Adequate police measures are also in course of execution to prevent belligerent ships entering or using French Indo - Chinese territorial waters for any purpose whatever. It ii emphatically denied that the French authorities were passive onlookers while the Russians were coaling and provisioning. On the contrary, it is stated that Admiral Rozhdestvensky was repeatedly requested to leave Kamranh Bay and bis subsequent mooring places, but he paid no heed to such requests by the French Admiral Jonqmeres until the lattera’s representations were backed by a small .naval force. The knowledge of these facts doubtless prevented the Japanese going beyond the realms of diplomacy. IN MANCHURL*. FRENCH IRRITATED WITH ROZHDESTVENSKY. London, May 9. The Japanese have occupied Nanchongtzu, eastward of Chantetufu. General Linevitch has forbidden his officers to u etrains-dc-luxe, and has thus made 200 more carriages available for the transport of troops. M. Delcasse, receiving Baron Montana, Japanese Ambassador, yesterday assured him that France was scrupulously upholding the laws of neutrality. • He repeated his former declarations. Today’s French newspapers strongly resent Admiral Rozhdestven sky’s elusive refusals to the French appeals to move on.
