POLICY OF THE ALLIES. The Ambassadors are settling before* hand the demands for concessions they intend to formulate against China lest Li Hung Chang should play one Ambassador off against another. It is officially announced that an Anglo-German agreement has been arrived at. It proposes that the port*, rivers and littoral of China shall be open to trade to all nations. Neither nation seeks territorial advantage. Both will endeavour to maintain tht integrity of the Chinese Empire, reserving the right to protect their own interests if another Power should seek territorial advantage. The agreement will be offered for acceptance to the other countries interested in China. ATTITUDE OF THE UNITED STATES. The United States Government has decided to accept in good faith China's offer of future guarantees and the pay* meat of indemnities for recent outrages. THE MIKADO. Replying on the ioth inst. to a fresh appeal from the Emperor, the Mikado stated that China's contrition for past actions could best be shown by dismissing the reactionaries, the appointment of a Liberal Government and the Emperor's return to Pekin. Such a course would, says the Mikado, establish some claim to consideration. THE ATTACK ON THE LEG ATIONS. The diary of Dr de Rosthom, secretary of the Austrian Legation at Pekin, shows that early in June the EmpressDowager directed General Tung-fu-hsiang to attack the Legations, and kilt the inmates — men, women and children — without mercy. THE FRENCH. •A thousand French troops have occupied Techan, the head-quarters of the " Big Knife Society." DESECRATION OF GRAVES. A force ot Chinese regulars hat desecrated the graves of Europeans at Canton' APOWERBEHINDTHETHRONE. A high functionary from Shan-si reports that Prince Tuan has secured the Emperor's official seal, and now terrorises the Empress-Dowager. It is believed the heir-apparent to the throne is dead, hence the enforced suicide of his tutors, Hsu-ling and Chung-li.
