The French warship Duchaffault (1289 tons, 6 heavy guns, 6 machine «un>->) has left for Chinese waters The Times considers that the Go vernment committed an incredible bmnder in proposing that the Powers should intervene in the Chinese war. Twenty five thousand Chinese are entrenched on the Yalu. The Japa. nese are awaiting the arrival of heavy artillery before attacking them. Vague rumours are current in Shanghai that the Japanese have captured Port Arthnr. Russia is sending sis steamers of the volunteer fleet to Vladivostock, which will be fitted up as armed cruisers in the event of being required. Foreigners have been ordered to quit Pukin. Japan will shortly raise the im port duties. The Japanese headquarters in Corea are still at Pingyang, with outposts on the Yalu. ! The party in China in favour of peace is only small. Two hundred bluojickets and ma* rines will be sent to strengthen the crews of the China fleet via Canada. Prince Kung is strongly urging peace. The United States Government is sending warships to China. The Japanese are enoamped on a
narrow neck of land near Port Arthur, waiting an opportunity for the fleet to support them.
