The guarantors of Barings' estate have asked 15 per cent, for underwriting the losses. Mr H. H. Gibbs, of Anthony Gibbs and Sons, has been returned unopposed for the City of London seat in the House of Commons, vacated by the death of Mr T. C. Baring. Mr Parnell has issued a manifesto in which he recounts the history of the Land League, and accuses the anti-Pamell party of attempting to wrest National lands from them, and make Englishmen the arbiters of Ireland's destinies. He calls upon the members of the Convention to reorganise it. He has released £3500 of the Land League funds which were deposited in a bank in Paris. Mr Parnell has fixed the day on which his marriage with Mrs O'Shea is to take place. Speaking at Athlone on the 20th Mr Parnell denounced the Irish I members who have seceded from his leadership for opposing the Irish Land Purchase 1 ill, which he declared if it became law, would be a boon to farmers. Sir James F. Stephens, who recently retired from the Bench, has been created a Baronet. The receipts of the Salvation Army have receded to £8000 for the quarter ending March 31st, and the falling off General Booth attributes to the amount subscribed for his colonial emigration scheme. _ Lord Randolph Churchill sails on his expedition to Mashonaland on Friday. An Artillery division, stationed at Gosport, on the wesfc side of Portsmouth Harbour, broke out in mutiny on the 20th and broke the barrack windows as a protest againsfc overwork, to which they allege they are treated. Their protest subsided on the appearance of the Colonel, who is popular amongst the men. The leaders are to be court martialled.

The Portuguese on the 20th fired on the British steamer Agnes, which was conveying the pioneers of the Willoughby expedition to Mashonaland, and seized the vessel's cargo. The Portuguese Government is prepared to conclude a treaty with Great Britain respecting South African territory. The Boers are establishing a Republic in Mashonaland and Manicaland. The Portuguese are conniving with them, and their action is likely to complicate matters with England. Madame Boulanger has instituted divorce proceedings against her husband, General Boulanger, who is now residing in Brussels. At Bow street on the 18th Captain Verney M.P., was charged with encouraging Eugenic Florence, who was recently accused of procuring for immoral purposes Miss Baskett. The woman whom Captain Verney is charged wifch encouraging to procure women is Eugenic Roullier, alias M. E. Florent, a French woman who in September last decoyed to Paris a young lady named Nellie Maud Baskett, under 21 years of age, for an immoral purpose. Roullier was convicted of the offence in November last, but sentence was postponed in order that she might give some information to the authorities if she thought proper to do so. In December she was brought up for sentence, and received four months' imprisonment. Mr Wilson, who was described as a banker, is the name of the man for whom it is alleged Miss Baskett was procured, and the latter, in her evidence to-day,deposed that Captain Verney is identical with Wilson. The question of expelling Captain Verney and Mr De Cobain has been before the House of Commons, but no action with regard to the former will be taken pending the result of his trial. In the case of Mr De Cobain time will be allowed him in which, to answer the charges. The consignment of apples, ex s.s. Arawa from New Zealand, is selling at from 10s to 20s per case. Intelligence has been received that the Portuguese authorities have seized the Mashonaland mails, also that they fusilladed and captured six vessels, but replaced their ensigns. The Englishmen who were on board were taken prisoners. The Governor of Mozambique has communicated with the Government concerning the seizure of mails and vessels by the Portuguese authorities in Mashonaland. He declares that the Rhodes Company has broken the recently-arranged modus vivendi, and therefore the Portuguese had done the same. He mentions that several Englishmen have been taken prisoners ; also that a tug belonging to Mr Johnson, the British Agent in the Zambesi, had been seized and the English ensign lowered. He declares that hereafter only vessels flying the Portuguese flag will be allowed on the Pungwe River, which leads into the territory claimed by the British South Africa Company. The Portuguese Cortes will discuss the new Convention on May 2nd. Owing to the action of fche Portuguese authorities martial law has been proclaimed in Mashonaland. Mr H. Matthews, Home Secretary, has refused to grant the petition of the London and Dublin Trade and Labour Councils for a remission of fche sentence of siv weeks' imprisonment passed on Mr Wilson, secretary of the Seamen's Union, for inciting the Cardiff strikers to riot. The Boers propose to absorb the territory bounded by the Limpopo on the south, Mabellano on the west fche Zambesi on the north, and the Portuguese country on the east.
