Sir — I have noticed an attack of Air DH. Macartlmr upon the late Chairman of tho County Council, Mr Thynne, in which he states — " It is well known also to those that have been Councillors under Mr Tuynne's chairmanship, and it is on recovdt among the documents ofthi3 Conncil, ttiae hcarcely a balance shoot was paßsed by th t Auditor during his term of office withou strong adverse memoranda by that official, commenting on the inaccuracies and omissions for which Mr Thynne, as Chairman, and one: of the signatories to the balance sheet, wore directly gespon9ib!e, and on my coining into office, I found that there was an absolute refusal on the part of the Au ditor to pns9 the last yearly balance sheet of the Conncil, because just complaints of his had been answered in an unsatisfactory manner." In reply, I feel called upon, in justification to Mr Thynne and myself, to state that there have been only two balance sheets in all prepared during Mr Thynne' s tenure of office. Tlie fust was duly certified to, and orc~the second an argument was raised on the following facts : — That the .31st March coming on a Sunday, the cash receivod was paid into the Bank on Monday, the Ist April, instead of Saturday, the 30th Miiroh. In my balance sheet I showed these sums as having been paid on the last day of the month. This the Auditor required amending, and in amending the balance sheet I left it as it now stands. This did not satisfy the Auditor, and the Council employed a professional accountant, who waa satisfied with the correctness of my accounts. And to further prove this, the subsequent biliuice shuot prepared under Mr Macarthur's. chairmanship is certified to as correct, having my balance of the last year carried forward on it.
