(llEUTElt's SPECIAL TO PBESS AGENCY.) LATESTConstantinople, December 4. Kheredidina Pasha is appointed Vizier. Karatheodoro Pasha is appointed Minister of Foreign Affairs, Osman Minister of War. An Imperial edict recommends immediate execution of extensive reforms. Negotiations have been opened between Turkey and Russia for a definitive treaty of peace.
