I A difliculty has arisen over tho recent I examination of the schools in the Wanganui E lucution District, it appears that on the 24th of September, the new " Regulations defining btaudards of Education, and for Inspection of Schools," came into force, by order of the Governor in Council, as provided by "The Education Acl, 1877." By theso it is required that there shall be two visits by the JiispecVor in every year, one for general inspection, and the cihcr for examination iv tho Government staudards. After defining tho latter, it is declared as follow* : — "Theso regulations shall come into forco upon the date hereof (September 24, 1878) ; but tho examinations of school* at any time earlier than the fiiSC day of I July, 1870, shall be regarded fta merely pre* paratory to the complete observance of the standards as herein defined." Tho question naturally arisss, what is the value of the examinations just conclude! by Mr Foulis ?

If such was the ease, we are not surprised, as that view is borne ouc by the ltsgulations. At tho same time, we also think the "Governor i-i Council " fully anticipated there woul.l bo examinations between September 2-i, 1878, and July 1, 1579, as they are referred to. What their real value iy, "will probably have to be decided by the Doard.
