"CALIFOJRNIAN PROBLEMS
One or two interesting matters m relation to the influx of Japanese into Western America came- under the notice of Mr Malcolm Fraser, ot "Wellington, during his recent trip to the Statistical Conference in London. In California there are a great number of Japanese. By law they cannot own land, but children born to them •on. American soil are American citizens, and nothing can prevent them purchasing the freehold of land. Land is, therefore, bought on behalf >oi the Japanese and placed in trust for these children, and, of course, utilised in trust for them. The practice has grown to so great an extent that the Japanese now own a large percentage of the orchards of California, and lawyers are waxing fat •solely on the proceeds of this w.ork. "The problem of dealing with tho - Japanese invasion was, indeed, a most serious one. Japanese single women wore not allowed to enter the country, so the practice existed of a Japanese marrying a countrywoman by her phot'ograpn, " which enabled in some evasion of the law to enter the country as a bride.
