SATISFACTORY BASIS OF NEGOTIATIONS.
LONDON, Aug. 10. The Russian terms provide that tho final frontier of independent Poland shall be mainly in accord with the British Note of-July 20th, with the additional territory of Bielostok and Kholni. Russia 'demands the commercial use of the Polish line of comlTiunications to the Baltic. Russia agrees to considerably reduce the number of Russian troops on the frontier. •
London political circles are of opinion that thevterms are a satisfactory basis upon which. 1 he Poles may negotiate. Therefore the Bouse of Commons's recess will not be postponed and the House will adjourn on Thursday. .Polish circles indicate that the disairaamant demand is impossible, because Poland would thus place herself at the Bolsheviks' mercy.
