GERMAN RELATIONS WITH RUSSIA.
BERLIN, Aug. 10. Yon Simons, interviewed, stated that he was prepared to establish diplomatic relations with Russia, realising that German and Russian co-operation was necessary for Europe's economic recovery. Russia must first give satisfaction for the murder of Count Mirbach, although he was a Minister under the old Imperial regime. International lnw demanded that a Minister must be protected. • ~
