SIBERIAN BONE OF CONTENTION.

The newspaper Asahi Ahimbun publishes an abstract of the United -States' Note regarding the Japanese occupation of Siberian territory. It agrees that American has a right to ask for an explanation. The answer to Washington will point out the purely temporary character of the occupation of Saghalin and the misunderstanding caused over the occupation of Nikolaevsk. It was formerly a Russian maritime province, which was later decreed by the Governor to be attached to Saghalin.
