LICENSING REFORM.
MR. McCALLUM'S BILL
[from our correspondent.] i WELLINGTON, July o. The House of Representatives, after a lengthy catechism of Ministers on many topics, devoted some attention to the State, Control of Licenses Bill moved by Mr R. McGallum (Wairau).
-There, was a discussion of the proposals a few weeks ago, but the second reading,"which was eventually carried, gave a further opportunity to ventilate familiar views on the vexed question. One point of agreement between many advocates on both sides was that licensees ought to be charged a license duty corresponding to the turnover. Mr lsitt (C'liristchurch North) could not resist the opportunity to ridicule the proposal, which he characterised as an attempt to make publican? into bishops, with barmen as citrates. Tlie House adjourned early because there is a prospect of a long night on the Estimates oh Friday.
