BRISBANE, Aug. & The French steamship Robert Figuras, from China to Noumea,. with one thousand Chinese coolies arrived at Towasville with a serious outbreak of spinal meningitis aboard. Thirteen coolies died during tha voyage. Thirty-two cases were landed.
