According to press reports, Cabinet . drew up a reply to the United btates on the Saghalin matter, in which Japan points out that the occupation was unavoidable, in order to maintain the national privileges. The decision to occupy the island will not be changed, but it is emphasised that Japan has no territorial ambition. The occupation will be temporary, ■uiitil. a stable Government is Established in Russia. It is announced that Japan has already sent .warships to patrol the Kamschatka coast to protect the fisheries, and she will- probably .organise land patrols during the coming winter. •
