In the House of Lords, on th<> second reading of the Nauru Island Bil, Lord Miiner added that it wfis mainly in the first instance to act as mediator between Australia and New Zeikuul, in consequence of differences,, tint- Britain came■- into the matter as ,i. third party, and the mandate was nominally given to the British Empire. It was really m~ tvruled from the fii-st- to be. the mandate of those Powers which, happened to I)c those portions of the Empire which alone were more or less contiguous to Nauru and almost exclusively interested in its trade. The three British States were merely partntM-s- in this particular mandate, which in that respect stood alone anio.ii!.*; all tlie mandates.
