A communique states: The heads of the; Allied delegation conferred with Herr Fehreiibach and yon Simons in regard to coal and reparations. It wa£ decided that the Reparations Commission should meet the Allied and German delegates and experts and examine the German plans and report to the Conference. The delegations exchanged proposals regarding the tonnage of the coal deliveries', without re-suit, and the Allied, delegation therefore doc-laved that the Reparation Commission's iigiiresi must be adhered to. The Allies spontaneously announced that, in consequence- of information in regard to the undernourishment of mine-workers, they were prepared to study the question of improvement of their food. Regarding the reconstruction of devastated regions, Germany proposed that the work should be undertaken by a. great international coloni-

nation scheme, including the formation of an international syndicate of contractors, jto undertake agriculture, railways, etc-., and to erect now homes.

The syndicate should be empowered to invite contractors and workmen of •; lie Allied . associated Powers and Germany to participate, and should be conducted on business, and not bureaucratic lines without undue profits.

If the scheme is accepted in principle a. conference of representatives of Governments and countries wishing to participate with representatives of the population of the devastated regions should be held immediately to consider the practical execution' of the scheme. ; '
