RESTORATION OF EUROPEAN
EQUILIBRIUM.
ROME, April 3. Stignor Nitti (Premier) in the Senate urged the desirableness of rehabilitating Germany and Russia, enabling them to produce, thereby restoring the European equilibrium. The German people, he said, had already paid reavily for their crime. In reference to Turkey, ho said that Italy only desired to develop Asia Minor and protect the Straits. Italy did not desire hostility to JugcnSlayia. He recognised that it was impossible to- demand the Pact of London as well as JTiume. and advocated a. dignified compromise. The Senate almost unanimously passd a vote of confidence in Signer Nitti.
