AMERICAN COMMISSION'S VIEWS.

(Received April 7, 8.25 p.m.) WASHINGTON, April 4. The reports prepared by the American Commission to Armenia have now been published. The Commission states that it would cost the United States 1275,000,000 dollars and require 25,000 to 200,000 troops in order to undertake tho mandate for the administration of Armenia, which .will probably be self-supporting within five years.

'The Commission advocates the absolute control of Turkey's foreign policy before the United States accents the mandate, and sets out a. large number of reasons for and against 'acceptance.
