WASHINGTON, Nov. 13. Senator McKellar's amtiKliiKT.t proposing to assist France for live years in the maintaining of French scvereignty in Alsace-Lorraine was rejected by 46 votes to 31. A reservation making recommendations off the Council merely advice, leaving Congress free to accept cr reject it, was lost by 44 to 32. The Senate rejected by 07 to 41 Senator Walsh's proposal to amplify Article 10 of the Treaty in. order that other nations shall not be under any obligation to aid the United States in preserving its territorial integrity. A proposal making Article 10 effective for only five years was reioeted.
