PROGRESS OF THE RESERVATIONS.
(Received Nov. 16, 11.20 p.m.) WASHINGTON, Nov. 15. The Senate rejected a substitute amendment proposed by Senator .Eitcheock declaring that Monroeism Avas affected by anything the Treaty contained, and adopted the commit^ tee reservation unchanged. The Semite also rejected Senator Hitchcock's substitute for the alteration of-, the reservation continuing American control of domestic questions.
Tlie reservation,, allowing Congress to^ control the mandates was adopted. The Shantung reservation was carried by 53 to 52, and the reservation giving Congress authority to regulate American delegations to commissions was also adopted.
