(Received Nov. 16, 5.5 p.m.) LONDON, Nov. 15. The Army Committee of the House of Commons has memorialised the Prime Minister urging the organisation of an Imperial General Staff apart from the War Office, with a central body in London and branches in various parts of the Empire. The committee points out that the Imperial Conference in 1907 approved of a central body for Imperial deft nee, with branches ovei-seas. The committee considers that the General Staff should be removed from the War Office in order to free it from administrative details, also that the central body should advise the Imperial Council on land, sea, and air defence, and guide the local branches osi general principles, leaving to the branches the local (application thereof.
