AN INTERESTING LEGAL POINT
~ LONDON, Oct. 23, ' It is improbable that the League of Nations-will meet in Washington be-fore January. It is more likely to be February. After the first meeting it will probably be suggested tha-i the "annual meetings be subsequently held in European capitals in rotation.
In view of the delay in ratification of the Treaty by America, ail intfresting point arises whether Geriiffaiy coukl; refuse to abide by the League's decision if any of the signatories to the Peace Treaty declined to participate in the League. An eminent ( Dutch jurist has fiurished the opinion that Germany, by signing and -ratifying the Treaty, waived the right to object to the League eye a if any other nation did not ratify it. ' ,
The legal opinion,is that it is impossible to maintain the contention that.the League will only come m to force by the adhesion of all signatories. There are many reasons, why incomplete Council meetings may be held, but Germany will have to recognise the decisions even of un incomplete Council. Slr3 might have had grounds for objectio t if v the L< ague's Covenant had been an agreement apart from the Peace Treaty. '.
