COMPENSATION TO BELGIUM

AMSTERDAM, April 7. The German Federal Council adopted the Daylight Saving Bill.

In the Reichstag Count Wastarp, a Conservative, said that Germany's chief task was to force Britain to renounce her destructive plans. He did not want Germany's military and political back-bone broken. Ho condemned America for supplying ammunition to the Allies. Germany I was firmly resolved to disregard* America's unjustifiable demands. Herr Haase said that injustice had been done to Belgium, who must be compensated by the restoration of her independence. (Uproar). <■ In 1913 Dr yon Jagow declared that Germany would uphold Belgian neutrality. 3>r yon Jagow, replying, .said' that when he made this declaration he considered that Belgium was neutral. He had since thoroughly proved that the guilt for what had happened lay with Belgium. If a French Deputy had said a quarter of what Herr Haase had said his colleagues- wouki have stoned him.

The Kaiser congratulated Dr yon Bethmann Hollweg on his forceful speech.
