VILLA TO BE ELIMINATED

WASHINGTON, March 13. Cabinet has approved of President Wilson's' determination to take active measures against the Mexican bandits. The President has announced his determination to eliminate Villa.
The War Department is preparing to despatch a punitive expedition in a flew days. General .Funston is directiiig tho border ■ operations. Twelve hundred of .Oarranaa's troops are approaching the border "with the intention, it is understood, of assisting the ■ American troops to wipe out Villa and his bandits.
Carranza has' requested permission to be allowed to send Mexican troops Into the United States, if the need arises, in pursuit of the bandits. President Wilson declares that American action is entirely to aid Carranza, with not a thought of aggression. He claims the right to pursue the '■■marauding bandits across, tho international line established by international law. ; Strong naval forces will be sent to Mexican waters to be in readiness should American lives and property be endangered-.
