ROME, Oct. 20. Mr Martin Donohoe says that ther Russian Consul at Dedeagatcb, who*has arrived at Bucharest, confirms the Allies' blockade of the Bulgarian,' JSgean coast. Tho enemy arer feverishly fortifying the littoral. The Consul considers that ih.&> appearance of the Russian troops int Bulgaria' Will ..be the signal for a general revolt of the army and people!l against King Ferdinand.
