(R-eceiv.ed Oct..l®. 0.40 a.i»-) PETROGRAD, Oct. 18. An official, message shows that the widespread fighting -is generally favorable to the Russians. The Germans are making tentative attacks south-east of Riga in order to distract ■attention from Dyinsk, where they are preparing for a last effort to capture the town before the winter. In anticipation of failure the Germans are constructing; elaborate underground quarters, provided with a field railway, making three lines of defence of the-present position. The Tsar and Tsarevitch have gon* to headquarters. The Tsar had many hours' conference with General Alexieff, resulting in the high efficiency of the army. He will meet foreign generals attached to the staff lator, and will review the regiments going to the front. The Russian refugees now number 2,000,000.
