NATIONAL CABINET ARRANGEMENT.
(Received Aug. 31, 11 a.m.) : PETROGRAD, Aug. 30. Since the assembly of the Duma vigorous efforts have been -afoot tol devise means by which the Govern-; lnent and the Duma can .co-operate! more effectively. There is much opposition to the immediate introduction of Parliamentary Government and an. arrangement; will therefore be discussed by which; five Members of the Duma and five Impei lal Councillors will enter the1 Cabinet as Ministers and governors, [ the minor officials, who are regarded; as indirectly responsible for the re-, cent defeats, being replaced by men who have the confidence of the Duma.!
The newspapers will be permitted practically free comment.
