MR ROOSEVELT'S CRITICISM.

(Received Aug. 30. H.lo a.m ) NEW^YORK, Aug. 29. Mr "Roosevelt, replying further to Secretary Garrison, criticised the Administration's poliev in Haiti and Mexico and alleged that the navy Iml beer, neglected during 1913 and 1911. No fleet mancenvres had been held or fleet or .squadron gunnery held. .He. declared, allowing for tlit- existing defences, that the decay and lack of practice was worse than not providing proper machinery for defence.
