LONDON, April 29. Sir George Reid presided over a meeting of the Royal Society of Arts, when Mr Charles Bright, F.R.S.E., M.1.C.E., M.1.E.E., read a. paper on the "Administration of Imperial Tele-gi-aph^." Mr Bright advocated the management of inter-Imperial telegraphs by a permanent central authority, free from political control, composed of representatives of the Admiralty, "War Office, Post Office, and Overseas Governments.
