RUSSIA
CAPE TO CAIRO RAILWAY.
[Press Association.] (Received April 30, 8.5 a.m.) BERLIN, April 29. Herr Jagow, addressing the Budget .Committee of the Reichstag, admitted that there was an .undercurrent of strained feeling, between Russia and Germany. Both Governments hoped to preserve iilie old friendly relations. He denied that there were any AngloGerman negotiations -respecting the Cape to Cairo railway.
